Constitution

Article of the First

  1. SECTION 1: For the purpose of identification this organization shall be given the name The Rogers State University Student Government Association (RSU S.G.A.).
  2. SECTION 2: The purpose of this organization shall be: To serve as liaison between student body and administration and faculty, to provide a network of communication among the students, organizations, faculty, and administration throughout the institution that is RSU; and to serve as the body responsible for the coordination of actions by students on campus issues, which affect the entire student body.
  3. SECTION 3: To fulfill this purpose of the organization, there shall be bi-monthly meetings to be set at the conclusion of the previous semester.

Article of the Second

  1. SECTION 1: The leadership of the organization shall be vested in a President, Vice-President, Secretary, Treasurer, Parliamentarian, and Public Relations Director.
  2. SECTION 2: The offices listed in the previous section shall serve as the Executive Committee of the organization.
  3. SECTION 3: The Executive Committee shall be delegated the powers and responsibilities granted to it by the statutes of the organization.

Article of the Third

  1. SECTION 1: The offices of President, Vice-President and nineteen (19) student representatives shall be elected by the student body at the conclusion of the spring semester. The remaining five (5) student representatives shall be elected within the first four weeks of classes during the fall semesters. The victors in these elections shall begin their terms on the final meeting of the spring semester, unless elected during the fall election wherein they shall begin their term the following full senate meeting. The term of office shall be the following academic year. The RSU campuses in Pryor and Bartlesville shall be granted three (3) student representative positions each, and each campus shall have the authority to set their own election policies and procedures providing that they do not conflict with the RSU S.G.A. Constitution and Statutes.
  2. SECTION 2: The offices of Secretary, Treasurer, Parliamentarian, and Public Relations Director shall be elected by the RSU S.G.A. Senate at the final meeting of the spring semester. The victors in these elections shall begin their terms the final meeting of the spring semester. The term of office shall be the following academic year.
  3. SECTION 3: The offices of Committee Chairs shall be appointed when needed, with the advice and consent of the Senate, by the President.
  4. SECTION 4: The process of electing the offices of President, Vice-President and Student Representatives shall follow the guidelines stipulated in Title Five, Chapter 1, Sections 1 thru 4 of the RSU S.G.A. Statutes.
  5. SECTION 5: The process of electing the offices of Secretary, Treasurer, Parliamentarian, and Public Relations Director shall follow the guidelines stipulated in Title Five, Chapter 2, Section 1 of the RSU S.G.A. Statutes.
  6. SECTION 6: At no time shall the officers, representatives, or committee chairs be subject to term limits unless specified in further amendments or statutory revisions.

Article of the Fourth

  1. SECTION 1: The guidelines and requirements of organization membership shall be as follows:
    1. A member must be enrolled in at least three (3) hours of courses at Rogers State University.
    2. Be a representative of: a recognized student organization (as defined in Title Six of the RSU S.G.A. Statutes) or one of the student body representatives.
    3. A member must be in good financial and academic standing with Rogers State University holding a G.P.A. of at least 2.0.
    4. A member must attend fifty percent (50%) of posted meeting of the organization and shall not miss more than two consecutive meetings. Such actions shall yield disciplinary action decided upon by the RSU S.G.A. Senate.

Article of the Fifth

  1. SECTION 1: Any Constitutional Amendments shall take the form of a resolution, as defined in Title Four, Chapter 1 Section 4 of the RSU S.G.A. Statutes, and shall originate in an RSU S.G.A. committee. Resolutions regarding Constitutional Amendments shall require a two-thirds (2/3) majority vote out of their committee of origin, as well as a two-thirds (2/3) majority vote of the full RSU S.G.A. Senate and a majority vote of the student body in a ballot election as described in Title Five, Chapter 3, Section 1 of the RSU S.G.A. All Constitutional Amendments shall take affect in regard to their enacting clause upon passage and approval.

Article of the Sixth

  1. SECTION 1: Upon adoption of this document by the RSU S.G.A. Student Senate it shall be presented to the full student body for its approval. The procedure shall be as follows:
    1. The document shall be made available to the student body for inspection and study one week prior to the ratification election.
    2. Announcements shall be placed in public areas allowing the student body to know of the proposed Constitution and Statutes availability.
    3. On a set date with student body notification two-weeks prior, an election shall commence for the ratification of the proposed Constitution and Statutes.
  2. SECTION 2: Once the proposal receives two-thirds (2/3) majority vote of the student body it shall be considered approved and shall be considered law seven (7) days after the results have been certified and sealed. Furthermore, upon passage and approval of this document any and all constitutions and laws passed shall be considered null and void with the exception of the measures upon ballots appearing on this special election and all laws in the future which follow the procedure as defined in the Article of the Fifth of this document.
